01 // The Challenge

Connecting Citizens with Government Incentives

The Malaysian government administers a wide range of financial incentives, assistance programmes, and cost-of-living support measures for its citizens. The challenge has never been the existence of these programmes — it has been awareness and accessibility. Most Malaysians are unaware of the full range of incentives they may be entitled to, and even those who know the programmes exist often face difficulty navigating the application process or determining which programmes are relevant to their circumstances.

KPDN, as the ministry responsible for domestic trade and cost-of-living matters, needed a platform that could bridge this gap — presenting the full inventory of available government incentives in a personalised, accessible format that worked for citizens across different demographics, income levels, and digital literacy levels.

The solution also needed to be mobile-first. A significant portion of Malaysia's population accesses government services primarily through smartphones, and a desktop-only platform would not reach the audiences most likely to benefit from the incentives it promoted.

02 // The Solution

A Citizen-Centric Incentive Discovery Platform

Primus Core built the Ihsan Madani Portal and companion mobile application as a citizen-centric discovery platform for government incentives.

At the core of the system is an inventory management layer — a structured database of all eligible incentive programmes, maintained by the ministry and filterable by the parameters that determine eligibility: income level, household composition, location, employment status, and other relevant criteria.

The public-facing portal and mobile app surface this inventory through a personalised discovery experience. Citizens input their profile details and the system filters and presents the incentives most relevant to their circumstances — removing the burden of navigating dozens of programmes manually. The mobile app was designed for ease of use across varying levels of digital literacy, with a straightforward interface and clear information hierarchy.
