01 // The Challenge
Creating a Unified Digital Presence for the Judiciary
The Malaysian judiciary operates across a headquarters in Kuala Lumpur and 12 state courts — each with its own digital presence. Over time, these portals had evolved independently, resulting in an inconsistent public experience, varying content standards, and significant overhead in maintaining 13 separate platforms without a common governance framework.
For a national institution as significant as the judiciary, this fragmentation created reputational and operational risks. Citizens accessing different state court portals encountered inconsistent information architectures, visual identities, and content quality. There was no single standard for how judicial information was published, updated, or managed.
The Office of the Chief Registrar needed a solution that would bring all 13 portals under a unified architecture, with consistent deployment standards and centralised governance, while preserving the ability of each state court to manage its own content. An additional requirement was the integration of AR and VR capability to give the public visual access to court environments — reducing unfamiliarity and supporting public trust in the judicial system.
02 // The Solution
A Unified Architecture for National Court Portals
Primus Core designed a consolidated portal architecture that served as the foundation for all 13 judiciary digital presences — headquartered at the national level and extended consistently across all 12 state courts.
A standardised design system, content framework, and deployment model was established, ensuring that all portals operated to a common standard regardless of which state court they served. Content management was structured to allow each state court to maintain its own information autonomously within the shared framework — preserving local control without sacrificing consistency.
The AR and VR module was developed to provide virtual walkthroughs of court premises and judicial offices, giving members of the public a visual orientation to court environments before physical attendance. This was designed to reduce anxiety around court proceedings and improve public accessibility to the judicial system.
