Majlis Bandaraya Pasir Gudang Portal — Municipal Digital Revamp with Integrated e-Services

01 // The Challenge

Modernising Pasir Gudang’s council portal for residents, industry, and digital services

Majlis Bandaraya Pasir Gudang serves one of Malaysia's most industrially significant cities — a municipality that is home to a major deepwater port, extensive petrochemical and manufacturing facilities, and a rapidly growing resident population that supports Johor's industrial corridor. As a city with both a large industrial stakeholder community and a diverse resident base, Pasir Gudang City Council's digital portal needed to serve two distinct audiences whose needs and digital expectations differ significantly.

The existing portal had accumulated content and services over the years in an unstructured way. Navigation was inconsistent, e-services were scattered across the platform without a coherent information architecture, and the visual design did not reflect the standard of a progressive city council with significant industrial responsibilities. On mobile — the primary access point for many residents — the experience was particularly poor.

Beyond the immediate user experience issues, the portal's technical architecture made it difficult for the council's team to manage content efficiently. Updates required technical intervention for routine changes, announcements were difficult to publish quickly, and there was no structured workflow for managing the council's ongoing content obligations.

02 // The Solution

Revamped MBPG’s digital portal with unified e-services, UX, and streamlined content management

Primus Core undertook a complete revamp of the Majlis Bandaraya Pasir Gudang portal — rebuilding the platform from the ground up with a UX framework designed for the city's dual audience of industrial stakeholders and general residents.

The engagement began with an information architecture audit — mapping every content type, service, and function the portal needed to support, and designing a navigation structure that made the most frequently accessed services immediately reachable. The industrial and business services pathway was given equal prominence alongside the resident services pathway — reflecting the reality that MBPG serves both communities and both have frequent digital interactions with the council.

The e-services consolidation was a core deliverable. Key services were rebuilt under a consistent interaction model — assessment payments, complaint submission, permit information, and community announcements — each accessible through a clear, predictable user journey. The content management system was configured to give council staff direct, intuitive control over all content areas, reducing the technical overhead of routine updates and giving the communications team agility to publish on the council's schedule.
