01 // The Challenge

Modernising Seremban’s council portal for better digital citizen services

Majlis Bandaraya Seremban serves as the local authority for Seremban and its surrounding areas — a city with a significant and growing resident population that increasingly expects to interact with council services digitally rather than in person. The existing portal had accumulated layers of content and services over the years without a coherent information architecture or UX framework to hold them together.

For residents trying to access council services online — whether paying assessment rates, submitting complaints, accessing permit information, or finding out about local events — the experience was frustrating. Services were scattered across different sections with inconsistent navigation. The visual design was dated and did not inspire confidence. Mobile access, increasingly the primary way residents engage with online services, was poorly supported.

Beyond the resident experience, the portal did not reflect the standard of a progressive city council. For Majlis Bandaraya Seremban to be taken seriously as a modern municipal authority committed to service quality and digital governance, its digital presence needed to match that aspiration.

02 // The Solution

Revamped Seremban’s council portal with unified UX and integrated e-services

Primus Core undertook a full revamp of the Majlis Bandaraya Seremban portal, rebuilding the platform from the ground up with a clear UX framework and a consolidated e-services architecture.

The engagement began with an information architecture review — mapping the full inventory of council content and services, understanding how residents actually navigate to find what they need, and designing a structure that made the most frequently accessed services immediately reachable regardless of where a user enters the site. The design direction was built around public sector UX standards: clear hierarchy, accessible typography, mobile-first layout, and a visual identity that reflected the council's authority and professionalism.

E-services integration was treated as a first-class requirement. Key resident-facing services were consolidated under a single, consistent interaction pattern — removing the fragmentation that had characterised the previous portal. The content management architecture allows council staff to manage and update content independently, without requiring technical intervention for routine updates. The engagement continues on a managed services basis since launch.
