Building Transparency Through Digital Governance
Parliamentary questions directed at MCMC required a coordinated internal response process — involving the drafting of answers, internal review cycles, verification by subject matter experts, and approval through a defined chain of authority before responses could be submitted or published.
Without a dedicated system, this process was managed through email chains, shared documents, and manual tracking — creating coordination overhead, version control risks, and no reliable audit trail of who reviewed and approved what.
At the same time, there was a public transparency dimension: final approved answers to parliamentary questions are a matter of public record, and MCMC needed a structured way to publish these in an accessible, searchable format for citizens, journalists, and researchers who want to understand how their parliamentary representatives are engaging with communications and multimedia policy.
02 // The Solution
Digitizing Parliamentary Response Management
Primus Core built Portal Pintar Parlimen 2.0 as a two-part system — an internal workflow platform and a public-facing publication portal, each serving a distinct function but operating from the same data.
The internal system established a structured workflow for parliamentary question responses: questions are assigned to the relevant teams, draft answers are created and managed through a defined review and verification process, and responses are approved through a formal sign-off chain before being marked for publication. Every action is logged, creating a complete audit trail from question receipt to final answer.
The public portal presents the approved outputs — searchable, structured, and accessible to anyone who wants to review MCMC's official responses to parliamentary questions. The separation between the internal process and the public output ensures that only fully verified, approved content reaches the public domain.
