01 // The Challenge

Establishing RAC’s credible digital presence to showcase its national rail asset mandate

Perbadanan Aset Keretapi (RAC) is Malaysia's national rail asset corporation — the body responsible for owning and managing the country's rail infrastructure assets on behalf of the government. As a relatively newly structured public corporation operating in a sector of significant national strategic importance, RAC needed to establish a digital presence that communicated its mandate, its asset portfolio, and its role in Malaysia's broader rail development agenda clearly and credibly to a stakeholder audience that includes government ministries, infrastructure developers, investors, and the public.

The challenge was not simply to build a website. It was to build a platform that immediately conveyed institutional credibility for an organisation whose work — while foundational to the country's rail connectivity — is not always visible to general audiences. The corporate website needed to serve as RAC's primary public-facing communication channel: explaining what the corporation does, the scale of the assets it manages, and why its work matters to Malaysia's infrastructure future.

As a government-linked corporation operating in a regulated infrastructure environment, the platform also needed to meet the standards of transparency, professionalism, and accessibility expected of a public body — with a content management architecture that allowed RAC's communications team to maintain and update the platform independently as the organisation's activities evolve.

The information architecture was developed around RAC's core communication needs: explaining the corporation's mandate and governance structure, presenting the scope of the rail asset portfolio under its management, communicating its role in supporting Malaysia's rail development agenda, and providing a channel for stakeholder enquiries. Each audience — government stakeholders, industry partners, media, and the public — was mapped to a clear navigation path within the same platform.

The visual design direction reflected the gravitas and professionalism expected of a national infrastructure body — clean, authoritative, and consistent with the visual standards of Malaysia's public sector corporate communications. The content management system was configured to give RAC's team direct control over all content areas, with a structured publishing workflow that maintained quality and consistency as content evolves. The engagement continues on a managed services basis.
