Modernizing Aviation Certification Management
The Civil Aviation Authority of Malaysia (CAAM) is responsible for regulating and overseeing civil aviation safety standards in Malaysia. A critical part of that mandate is ensuring that aviation personnel — from air traffic controllers to licensed engineers and flight crew — hold valid, current certifications for the roles they perform.
Managing this across a large, distributed workforce presented a significant operational challenge. Certificate validity windows vary by role and qualification type. Tracking expiry dates, managing renewal workflows, and maintaining accurate records of who is certified for what — across multiple aviation disciplines — required a level of data organisation that manual processes and general-purpose tools could not reliably deliver.
CAAM needed a system purpose-built for aviation workforce certification: one that could manage the full training and certification lifecycle, surface expiry warnings proactively, and give authorised administrators a clear, real-time view of compliance status across the organisation.
02 // The Solution
A Unified Platform for Aviation Workforce Compliance
Primus Core designed and built the ANSD Training Portal and Database System as an end-to-end certification management platform for CAAM's aviation workforce.
The system was structured around two core functions: training programme management and certificate validity tracking. Training administrators could create and manage programmes, enrol participants, record completions, and issue certifications — all within a single, auditable workflow. The certificate management module maintained a live database of all issued certifications, with automated tracking of validity periods and built-in alerts for upcoming expiry dates.
A key design principle was visibility. The platform gave CAAM administrators a clear dashboard view of workforce certification status — showing who is current, who is approaching renewal, and where action is required — without the need to manually cross-reference records across multiple systems.
