Each regional variation reflects centuries of local craftsmanship, climate adaptation, and cultural identity. Preserving and sharing this heritage is not merely a cultural priority — it is a national one, and Perpustakaan Negara Malaysia as the country's national library has a mandate to make this knowledge accessible to all Malaysians. The challenge is a familiar one for heritage institutions: physical constraints limit who can engage with the collection. A gallery in Kuala Lumpur can only reach the visitors who can travel to it. Students in Sabah, researchers in Penang, and Malaysians in the diaspora who want to understand their architectural heritage have no practical way to access a physical exhibition. Even visitors who do attend are constrained by what they can observe — a model or photograph of a traditional house tells only part of the story; the spatial experience of being inside it tells the rest. PNM needed a digital solution that could transcend these physical limitations — delivering the traditional house experience to any device, anywhere, while giving on-site visitors a deeper, immersive engagement with what they were seeing. As a gallery and education centre, its content has significant value not only for professional visitors — surveyors, engineers, and government officers — but for students and the general public with an interest in how Malaysia's land is measured, mapped, and managed. The challenge the Land Surveyor Board faced was one of reach and depth. Physically, the gallery could only serve visitors who could attend in person. The richness of the exhibits was not accessible to those outside the gallery, and there was no digital extension of the experience. Inside the gallery itself, visitors had no interactive layer to deepen their engagement with exhibits beyond what they could read from physical panels. The Board needed two things: a web platform that could make the gallery's content accessible beyond its physical walls, and a mobile application that transformed the in-gallery experience from a passive visit into an active, guided exploration — using the technology visitors already carry with them. For Malaysia's national utility provider, managing public reports of these incidents is both an operational necessity and a public safety obligation. Before OVIS, TNB had no dedicated system to receive, track, and resolve over-voltage complaints from the public. Residents reporting an incident would contact TNB through general channels, complaints would be logged manually, and the subsequent investigation and resolution process was coordinated informally — with no structured workflow for assigning investigations, recording findings, or communicating resolution outcomes back to the affected party. This created visible gaps in TNB's public accountability on a sensitive issue. Complainants had no visibility of whether their report had been received or actioned. Investigation teams had no standardised process for documenting findings. Management had no reliable data on over-voltage incident volumes, geographic distribution, or resolution performance across the national network. The existing portal had accumulated layers of content and services over the years without a coherent information architecture or UX framework to hold them together. For residents trying to access council services online — whether paying assessment rates, submitting complaints, accessing permit information, or finding out about local events — the experience was frustrating. Services were scattered across different sections with inconsistent navigation. The visual design was dated and did not inspire confidence. Mobile access, increasingly the primary way residents engage with online services, was poorly supported. Beyond the resident experience, the portal did not reflect the standard of a progressive city council. For Majlis Bandaraya Seremban to be taken seriously as a modern municipal authority committed to service quality and digital governance, its digital presence needed to match that aspiration.
